This site originated over deep concern that the HEART Ordinance in Albuquerque, New Mexico will severely limit our right to own pets. We believe that the humane treatment of animals can be legislated without making it risky to have the pleasure of an animal companion. Under the proposed law, minor infractions and normal animal care can lead to charges of animal cruelty.

Corrales, New Mexico, a neighboring community to Albuquerque, is currently facing a similar ordinance. It is still in the proposal stage, and available as a PDF here.
