ICARE-USA was formed out of a need to advance reasonable legislation that will both protect the safety and health of our companion animals and our ability to have them. ICARE stands for Informed Companion Animal Resources for Education. Our mission is to provide a resource on the web for people who want to challenge unreasonable legislation in their communities by offering information, experience and support that will promote educated, responsible and caring animal ownership
